I am on a nearly unchanged version of 0.7.4 having only added a fast leaf decay mod to the server. Even in my single player it does not pick up. Since it does not seem to be a bug for anyone else then I'll just drop it and move on to another idea as to avoiding more pages just on this idea...

It works for about 10 or 20 minutes for me too. I've never looked up the recipe in NEI, I dualscreen the wiki. I also seem to get about 30 seconds at 2fps every 5 to 15 minutes. I don't think it is related, but I thought I'd mention it.
