I think this block doesn't have ID/Name (it should be extrautils2:MoonStone). This makes it imposible to have the block in your inventory. It drops moon stone gem when you mine it but if you mine it with silk touch it doesn't drop anything.

Check if the whole ring is loaded. Sometimes half the ring is in the loaded chunk and other half is not.

GreenThumb mod or D3core (core for that mod) is trying to load a JSON file, but that file is corrupted I think. Can you post full log not just crash report. Try searching for json files in server directory and find that corrupted file and delete it.

What IC2 version do you have? I had a similar problem in old Unstable version and IC2 update fixed it for me.
