Go into the Forge config file and increase the amount of chunks it will allow to be chunk loaded. The default is 25 iirc and once you go over that chunk loaders start competing with each other to keep chunks loaded.

Try having the mystcraft version on your server updated to 0.10.1 as by default the DW20 pack only has 0.10.0. You should also have your server admin check the mystcraft_config.txt file to make sure it lists the twilight biomes and has them enabled.
