I just checked and you're right. The server files have all biomes on, while the client files only have half of them. Odd.

The flying carpet is very WIP and hasn't actually been properly added to the game yet, the only thing available is the item itself through Creative Mode, and it currently isn't functional. (Direwolf20 v4 Edition, unknown if different in other modpacks.)
