I personally just updated to the 1.0.8 version and it worked fine. Got it from a Jenkins site. Not sure if I'm supposed to link it or not. Link is on these forums :)

I've seen oil just about everywhere, but it tends to show up in certain biomes a little better. There's no shortage of it, and with all the mods given to you there are many, many ways of getting it to where you want it.
