    Not a bug, that's by design. These are a recreation of the old, old, old farms from forestry in mincraft v1.4.7 and earlier. They used to build farms like that.     The behavior you describe is very consistent with my experiences when I don't have enough RAM allocated. Or when there is way to much RAM allocated, due to a quirk in java's memory management. Yet, modded mc v1.10+ needs a lot of ram... Unless you have a small modpack, modpacks in mc v1.10+...
