I think that's the amount of energy it comes with free, it should hold up to 2MJ when charged. If it won't charge higher than that then I don't know what the problem is but you can get around it by carrying a flux capacitor or energy cell with you and it will draw energy from that.

Use energy conduit to connect the steam dynamo to the controller. Connect the rest of the ME system to the controller with ME cable (they don't need to be connected with ME cable if they are right next to each other).

Quarries should be able to put items right into tessearcts, if you had the four quarries in a + shape with the tesseract in the middle and energy conduit over the top of them I think that would work (unless quarries can only output to the top).

Not in TPPI, the energy consumption of the electrolytic separator has been increased quite a lot.

I think the hydrogen generator is called the gas burning generator or something similar in the version of Mekanism in TPPI. Also, they aren't power positive when used with the electrolytic separator in TPPI.
