There is, but it's time-consuming to get there, and it's somewhat random. Also, since the dimension resets with every visit, it's not a place you can return to. I'd advise finding a way to get around the need for lots of rock flowers.

You don't need a specific biome as far as I'm aware of. Hint: ivy is a climbing plant. It should be, as most plants, green. There may be a problem with the way ATG worldgen makes its landscapes, but it's not biome-related.

I already did that. That was "Lumen Harnessing" and it unlocked "Broadcasting". I recall the recipe for the elemental core was hard to find last time, but I definitely don't have it. The fragment comes up with cryptic runes for a name in NEI, as does the one for the crystal repeater.

Did you attempt a casting? The repeaters will only draw power if you attempt a casting, and the colors are drawn in a particular order, so if you have one pylon connected and another not, nothing at all may happen.So really, unless you have the complete three-pylon network plus ritual altar...

That's what the repeaters are for. The idea is to connect your ritual altar to one pylon of each of the required colors by placing lines of repeaters. So you'll need to find a place where the required pylons aren't all that far away, and then place repeaters every 16 blocks or so - pay attention...

In order to complete "Lumen Harnessing", you must cast the ritual "Pylon surge protection", the only lumen-using casting you can do at this time. Just connecting repeaters isn't enough. Also, there are undocumented progression dependencies in many recipes. I don't recall if cores are affected...

One more thing: I noticed that the "Operation Speed Bonus", "Silk Touch Bonus" and "Energy Efficiency Bonus" items aren't craftable any more. This means that the Mineral Extractor can't mine with Silk Touch anymore, and I don't think that's intended.
