Not sure if this will be useful, but I did find something at Mojang's help. According to Mojang this is caused by a bad (old) video card driver. Here is where I found the error, this is the link that was provided to fix the error. Hope it helps.

Try setting the pack version to the one you are using instead of Recommended. That might eliminate the re-downloading. Or just select no to updating the pack. Or is that not an option you are given.
