I don't see why you would want to limit the amount of MJ going through a conduit, since if it doesn't go anywhere it's lost. Unless you're using redstone energy cells for overflow storage. Although, if you're using redstone energy cells for storage, I don't see why you can't afford another one...

Open peripherals might allow you to detect the charge level of a RP2 battery box. AFAIK there's no other way to check, besides having a turtle check the metadata values, which might not even work.

Looks useful. Combining this with MFR rednet cables, I can see some advanced control panel designs. Or a player-activated seizure bomb. Either build is equally useful. The only complaint I have is that the blocks don't join well when they're different colors, creating a visual artifact.
