But with the Wither Skeleton Spawner it will not drop the heads. Direwolf20 said that the mobs that are spawned via soul shards do not drop their rare drops.

I do not a have a program with this function in it, but I know you can do it. You will have to create a GPS Tower with computers for the turtle to be able to triangulate its location based on the gps tower. Direwolf 20 has done this in some of his past videos.
