If you do not use Texturepacks then the reason for your low fps is most certainly the CPU or a too old java version. You do not need more then 1 GB Ram for Minecraft usually. Minecraft needs a pretty decent CPU to produce enough fps in certain areas. The 1.5 Upgrade should actually fix that kind...

btw, I found out that changing the Mode of water and lava to dynamic in the Animations Menu gets rid of the grey water bug with Optifine.

Why do the Stone Blocks look so yellow and the cobble doesn't, that looks pretty weird next to each other?
