Please, can someone, anyone suggest something that isn't wondering round in circles for hours on end, having absolutely no affect on the current problem, and only causing more. Is there anything else that could be the problem besides Java?

I have windows 8, and Java 64 bit. When ever I attempt to load-up a pack, it doesn't load, and I get an error going '64x cannot be found'. If anyone can explain why this is happening, and how I can solve it, that would be very helpful! (this happens with all packs; not exclusively to 1.6.4
