It works now, I just had to add the launcher to the Avast! global exceptions list. I had been shutting down the shields and had added the install folder to the exceptions, but I didn't realize I also had to do that to the launcher. I've never had a problem like this with Avast! antivirus...

It's not being blocked, it's downloading to a certain point and then giving me the error. And I checked to make sure that I have enough disk space. As for the download location thing, I have it set to Los Angeles, which is closest to me, and it didn't make a difference.
