Actully yes basicly that. And this could be done just by doing something like

Phase
Pack A
Pack B
Pack c

sort of format.

Mmm... I like that idea. It does let you get all the various mod packs, allows you to do a bit of compare and contrast so people new to the mod packs can understand the differences between the packs and how it affects their 'progression'...

Yeah and you might just add a small secound after the packs for each phase for "alternate stratigies" to conver some of the other ways you can go. This would be a good section to address stuff like power types and RP vs BC systems.
