Would people play a 1.6.4 pack if I released it early 2015?

I started working on a 1.6.4 pack before the huge 1.7.10 rush and now that already happened. Would it even get attention anymore or should I just release a 1.7.10 version.

If it has good HQM stuff and more of an adventure than building, something like ME^3 than sure people will play it, but don't expect to much popularity since most mods are old and have been run through. With out the new changes happening in 1.7.10 it may get a bit bland for most people, quickly. If its not that hard to swap to 1.7.10, I would recommend taking the time to do so, but don't strain yourself since most stuff is still in beta/alpha.
note: people are stuff talking about crash landing and playing it/ youtubers like gaming on cafeen is still doing a series on skyfactory so yeah still love for 1.6.4

Well ik LOTS of people have issues with 1.7.10 packs so I thought I might be able to sneak one in.

Well sneaking in, does not necessarily mean that people will know your at the party.

That depends. If it's something like Agrarian Skies or ME^3, of course people would still be playing it. If it's just a generic pack, not a custom map or anything, probably not (unless it's a completely new kind of pack, like Crash Landing was when it came out. Tons of people still play Crash Landing today even though it's 1.6.4).

Well in my case I could care less what version it is and as long as the pack is enjoyable or sparks my interest I'd be willing to play it. I know everyone doesn't feel this way though. I hate to break it to you, but you should probably just upload a 1.7.10 version. Regardless of what you choose I wish you the best of luck!
