I am trying to fly around a 25X25K map in creative mode in single player just to see what is here and where I want to build. I started out at 12.5k and am working my way in circles (squares) in to the center. I am only down to about 10K and as I am flying the land stops generating. Sometimes I can make the next chunks start generating by jumping in and out of the water or flying back and forth through the generated area and the blackness of not yet generated land. If that does not work, I shut the game down and restart. That works one or two times. After that I have to restart the computer for any more of the world to generate.

My desktop is only a Q9650 at stock speed with 8 gigs of DDR2 running Windows 7 with 32 and 64 bit Java on a 5+ year old WD Raptor. Is this my problem? Any help would be greatly appreciated.

You might benefit from allocating more heap to java. What are you currently passing to Xmx?

This is only because in creative, you're going faster than you would in survival, and the world is loading trying to keep up.
I find that just forcing it and suffering some lag by suddenly landing is a nice fix, otherwise try what @Chris Becke suggested.
