In my world, I haven't found any yet. Is the spawn rate for it down or were they removed to the Nether?
Wondering where are the Emeralds.

In a nutshell, that's where you look. Get to a extreme hills biome and get down to about y level, oh, 15. Find as many caves in that area as you possibly can. Look for it on the sides of the walls. Or just use a quarry positioned above y 32(minimum spawn high for them) but still underground and make it BIG. This serves too handy purposes; it can net you emeralds, and it makes a big empty room for filling in with stuff.
EDIT: Oh, and if it's basically a mountain, chances are you can find it there as well. I don't know really, I use a mining laser for those things.
