I have got some problems with getting heads of this guys... I spent more than 3 hours in hell, discovered 2 nether fortresses and i haven't met any wither skeletons. I need it for Portal Gun. I dont know, is that my bad or not? Modpack Monster v.1.0.9 w/ additional mods. Sorry for my crappy English

Hmmm...your probably just really unlucky. I do know though that Wither Skeletons tend to spawn at the T-intersections of nether fortresses. Your best bet would probably be to camp there for a little while and see what happens.

- build a proper mob grinder and fill the rest with cobble for max spawns.
In my experience, some strongholds are just unlucky. But between the 2 of them I'd have expected you to see at least one wither skeleton. Are you seeing normal spawn rates for other mobs? If so, I'd just recommend finding another stronghold. Once in awhile I'll find one spot where they just seem to be really prolific, but sometimes they're crazy rare.
If you have JABBA, make a diamond dolly. Take a normal skeleton spawner and put it in a nether fortress. Some of them will spawn as Wither Skeletons.

Or, if you really NEED some wither skeletons and can't find a fort, just make some Corrosive Gas with Emmasher's Gascraft. Step one: Natural Gas shale+Fracking Module+optional usage of Slickwater instead of normal water=Natural Gas in your system. Step 2: Refine 'dat shiet. BC Refinery will work(if you're a weirdo and want to use it) or the Engineer's Tool Box variant works as well, for half the cost(reminder, it can only work on single liquids, so great for some things, useless for others). Step 3: with your new found propellant, shove eet in a Mixer and add Gunpowder to the mix. Step 4: ???. Step 5: Flood the nearby Zombie Pigman village with said stuff, and watch 'em turn into skeletons and the occasional wither skeleton.
Bonus Step: Use said Corrosive Gas to build a Ender Pearl farm that has 100% efficiency as every enderman exposed to said gas dies instantly and has a 100% chance to drop his pearl.
