Wierd glitch with spawn

I have been hosting a FTB ultimate server for a while now and have just recently gotten these wierd spawn glitches. As OP, I can break blocks around spawn, but some blocks wont let me place in them. I can still break them but I cannot place. No one can for that matter. I did not world guard or use any other protection on the spawn. I have turned spawn protect in the config to 0. Also, I cannot tp to anywhere unless I am in the same dimension. Both these issues are very irritating and I would love if I could get some help.
