Why no exp orbs in the Nether?

I'm playing a heavily modified Resurrection, probably doesn't really count as that any more. But I need help identifying a mod that would disable nether monsters from dropping EXP orbs. Monsters in the Overworld are happy to drop Exp orbs, but not the ones in the Nether.

What could be disabling Exp orbs in the nether from mobs. (I get it from ores.)
