You have somewhere that I can contact you throw a call or something (altho I dont have a mic)? And you will explain it to me step by step, cause I didn't really get even the first part...I'm struggling slightly to see what's going on here, are you using activators for the heads and block placers for the soul sand?
If so, I have a possible suggestion; you don't need to be activating it that quickly, surely? So I would use a slightly slower timer (Project:red if its in there), and slow it down. Next I would set 2 different colour channels in the EnderIO redstone cable, one for the activators and one for the placers. Then set it up, perhaps with a repeater or two for the one you want to be slower, so that the placers get the signal direct from the timer first, and the activators get the signal from the timer via the repeaters after.
Does that make sense?

I’ve realised that I made an assumption that was incorrect: I thought you were using Insulated Redstone Conduit, when you were just using Redstone Conduit. I recommend you change to Insulated Redstone Conduit, as that is the only way my suggestion will work.
The Insulated conduit can carry signals on 16 different “channels”, a bit like Bundled Cable from Redpower. This means that you can have two or more different signals carried along the same bit of conduit. You can set the colour channel using your Yeta Wrench on the input/output.
So this is how it works; assume you’ve got Insulated Conduit and a 2 second timer.
Inputs:
First Input: Colour channel: Red, redstone is run directly from timer to first input.
Second Input: Colour channel: Green, redstone from timer is run through a repeaters to gain a delay of 1 second, then into second input.
Outputs:
Outputs to block placers: each set to colour channel: Red.
Outputs to autonomous activators: each set to colour channel: Green.
So the redstone signal from the timer is split, like a T-junction – on one side it goes into the input on the red channel and is output at the block placers (as the outputs channel for all is set to Red). On the other side it goes through repeaters, receiving a delay, before going into another input set to the green channel, which is then output at the autonomous activators (as the outputs channel for those is set to Green).
Hope that clears it up a bit?

And are you actually building a redstone clock etc. with vanilla mechanics? Why not just use a Timer or something?
I have never tried using them with the RFTools timer, but you can always force the conduits to connect to everything. Just click the center of them facing the side you want them to connect to. Using the YETA wrench is recommended.The RFTools timer doesn't connect to the conduit.
Of course I don't have the mod, if I had I wouldn't have came here.I know this answer is unlikely to be helpful, but if you have Reika's mods, the block placer in Expanded Redstone had the ability to spawn a Wither even if it places a soul sand last. Incidentally, that mod's top tier shock panel (which needs a nether star to be crafted in the first place) deals infinite damage. Pretty sure it works on Withers... I mean, a mob-killing block that needs a nether star to craft but can't even be used to kill a Wither seems a bit useless...

As mentioned, you use a Yeta Wrench - have you not built one yet?? Using any EnderIO conduits without having used a Yeta Wrench at all means you're missing out on half their functionality!
