why is my twilight portal not working (server)

Hey! as you can probably guess from the title, my twilight portal does not work on my mc server (1.12.2)
i am using the modpack direwolf20 and for some reason when i make a 2x2 hole with poppies around it and a diamond thrown in, but it does not work.
idk why this happens, if your wondering how the server was made, i grabbed the 1.12 server off of the curedforge website and just started it without changing anything else


if anyone know why this is not working, please tell me because i am clueless lol

hey now i know something is up because if......
-i try to drop something, it does not work
- i break something with a modded picaxe, the blocks don't break, they just turn into ghost blocks
- i try to place something modded, it does not work


if anyone knows how to fix this, please tell me ASAP
