General logic is "latest is best". However, that doesn't always apply. Some pieces of modded Minecraft may be designed with a specific (now older) version in mind.

Minecraft (mods included) run on Java, and shouldn't care about much else on the OS. If we were talking about the client, video drivers may come into play, but a server just needs the most recent Java 7 runtime.
