With a name like Test Pack Please Ignore no wonder it's underrated. It's like if you told every woman you met "I probably have crabs, I'd run away if I was you" and then wondering why you are single....
Mebby people are taking TPPI's name as a suggestion or warning.

I took it seriously, I thought it was a place holder for a pack that had bugs being worked out. I didn't want to worry about bugs and what not. Seriously should change the name if they want more people. Lol

Well then I don't think underrated is an appropriate label. If they're trying camouflage their awesomeness then the rating is just where they like it.

The name is sort of an internal joke. The project was first labelled "Test pack please ignore". Of course people did not :p

It is also a pack that is heavily influence by public wishes. Its modlist and name were chosen through polls on reddit.
