which mod in DW20 pack disables use of any tool for harvesting dirt, leaves etc?

So which mod is making my minecraft experience a pain since I can't harvest silverwood leaves by anything I have? what would I lose by removing that mod, or is there an option in some config to restore original functionality?

You are on "Adventure" mode in NEI. Press the big A in your NEI Window to get back to survival.
