Which is more important for minecraft server? Core or Clock?

Details of the issue:
I have consider to build a minecraft server and I found this cpu. http://www.ebay.co.uk/itm/351730237910 This is es processor(reason for extremely cheap price) and 12 core 24 thread, but max clock is only 2.3ghz. So, if i build a minecraft server, which one is better for high performance? This one or i7 which has a higher clock.

Strictly speaking, the clock speed is much more important as Minecraft will only ever use one core at a time (at least fully, a few background tasks -- especially in Bukkit/Spigot plugins -- do use multiple cores). However, the clock speed isn't a good measure of performance. Instead, try looking at the single-threaded passmark results here. Be careful to look at single-threaded performance rather than any sort of composite score (composite single-threaded scores are fine).

i got a https://www.cpubenchmark.net/cpu.php?cpu=Intel+Xeon+E3-1231+v3+@+3.40GHz&id=2246 so far its doing great. got a classic minecraft and a ftb infinity evolved skyblock on it with 0.13 on idle. got 8gb of ram in it atm and trhats 29% the board i got can only support up to 16GB ram sadly an error on my part. if needed i will change the mother board.

i will host my ts 3 server on it when my laptop gives out that im hosting it on.
That sounds like it is working well, but, I should warn you (sorry, I forgot to mention this in my first psot), that most home ISPs forbid server hosting. You may need to look into colocation.

i know about some isps forbidding to host and my isp is ok with it.
