Liechtenstein?

Not sure if it has only one city, but according to Wikipedia their entire police force is about one hundred give or take twenty so it cannot have many cities.

I reckon @pizzawolf14 has got it actually - Luxembourg is both the name of the country and the capital city of same, and its has a faintly german-sounding name.
