Which block in engie toolbox does it? Also, did power converters get updated for 1.6.4? I thought the mod author wasn't doing it for 1.6.4?

Power converters is updated to 1.6.4, but will not be updated past that. It's in the monster pack.
As far as engineer toolsbox goes, its the EU adaptor I believe.
