What's the deal with downloading of the modpacks?

I noticed a launcher today that downloads 2 modpacks that are on the FTB launcher, 1 of which I thought was exclusive to the FTB launcher and this got me wondering if this was actually allowed? Are other launchers allowed to download FTB modpacks?

Perhaps you're referring to the UE/Voltz modpack? It's third-party, so it isn't really exclusive to FTB.

Voltz and The Voxel Box are not FTB packs, they simply use FTB as one of several distribution platforms.

The MineUK Launcher has been taken down due to failure to comply with OptiFine and some other mod's distribution policies.

Looks like the problem has solved itself.
