Whats happening?

I am trying to make an advanced jetpack and everytime i put pulverized coal in this pattern to make raw carbon fibre, it doesn't work. Why is it? any clues or suggestions?

Because that's the wrong pattern, first off. It's a 2x2 of the coal dust.

Yup, there's a problem with that recipe in NEI, guess that the IC2 team wanted a cheaper recipe but decided to go with the regular one and forgot to mention it in their recipes somewhere so NEI doesn't know which one is the correct recipe.
