What server?

Details of the issue:
Hello, I would like to know what server is better for Infinity and why.

Specs:

i7-4790k (4GHz, 4 Cores and 8 virtual cores threaded), 32 GB DDR3 RAM (dedicated server)

or Intel Xeon CPU E5-2630 v3 2.40 GHz (4 vCore), 16 GB DDR3 RAM - (Root Server)

Yet I have the second one with the Xeon, but I am thinking about switching...

Because we have a project with 20 people. What would you recommend?

And: Why is the server lagging on generating chunks (and what to do to stop the lag)?

In second one are all 4 cores dedicated for you or are you sharing them with n other customers?

Given that minecraft is very CPU intensive and single threaded I would opt for the 4GHz dedicated. As for lagging during chunk generation that is pretty normal. Even my server lags and it is a 3.4 GHz xeon E3, 32 GB RAM & two SSD HDs in raid 0. I've noticed when generating a lot new terrain the CPU core it is running on spikes to 100%. So the only cure I know of is to throw more CPU at it.
