what pc specs to run FtB ultimate at over 60fps for £600?

You dont need a strong machine to run it.
I was able to run it on 32bit java(32x machine) with 2GB of ram.(used it as a test). Ultimate ran on 1GB.
Newer packs cant do this. They require 64bit java and 2-4GB of ram just to run

Edit, if your building something, You should always go for a 64bit OS.
I use windows 8.1 but Most people swear by Windows 7.

600 pounds should be able to fish out good/great hardware, go for the CPU first. A high end i5 or i7 should do, then next on the list is the drive. For one of those you can either get a big enough SSD to run everything on or just buy it to hold the OS+your Minecraft contents then put everything else on a HDD. After that you will want some RAM, 8GB+ will do you well then you should be good to go.

You don't need an i5 or i7 for decent framerates, its mostly about speed per cycle. The i3 4150 or the i5 4430 will be plenty.

Also, that URL you gave is different for every person, it brings up the list of saved parts in your browser cache. Copy and paste the permalink from PCPP instead.
