What is this? How do you harvest it? Even Manyllum or whatever won't harvest it.

It's actually a very confusing and rare beehive. You need a scoop to successfully harvest it.

If you ever want to know what a block is, open up NEI and go to settings (might be options) and click Show Highlight Tooltips. and it will tell you what the block you are looking at is

Im in love with NEI's show block's name function, no longer do I have to stare hard at a block and wondering if I could harvest it with a pick or not.

Just be warned though that the NEI Tooltip Highlight can cause client crash with some mods, or make some blocks change into other types of blocks (visual issue only).

Also, if you have the translocator mod (I think that's the one), left click any block with a stick. Chat will tell you the block ID and name - very useful info.
