Well, if the torches and items are inside when you're trying to form it, I don't think it would allow that for one..
Another possibility that got one of the guys on a server I play hung up is the entire cube shape material is counted, not just the faces visible from the inside.
So they had dirt occasionally along the edge blocks of the tank and then it didn't allow it to form.

Those are what I can suggest from your screenshots

I have yet to test this, but I have heard that tanks need to all be made of a single material. I don't see why that should be the case, but if it is, it'd make sense why cobblestone and stone wouldn't work.

That looks like it'll be a sweet tank. Why not go for a full 12x12x12 (that is the max. size, right?), eh?

And check all the outside edges and corners for gravel, dirt, or sand.

Different blocks should not matter, gravel however, like ntwitch just said, does. It will not form with any sand or gravel. Also, I'm not sure if it will form with items on the inside, but you probably placed them to show us the inside right?

your tank has an inner volume of 10x11x6. to make it work, you need 10x10x6 or 11x11x6.

and remove the torches, although they were helpful this time :)

As a note, it also does not like ice blocks for some absurd reason, in case anyone ever runs into this.

That would have been awesome if you could use ice. Make a tank of ice, fill it with water, melt the ice and you have a water tank containing water :D

yes, but the inner volume of 11x10x6 makes an outer volume of 13x12x8...

Oh, good point, didn't even see that.

Because they melt (?)

Perhaps. It'd also make sense why gravel and sand cannot be made into tanks (because they fall). What would have made more sense, though, would have been to either make it so that if they melt/fall, the tank is broken, or that the blocks no longer can melt/no longer are affected by gravity. The easier way was likely to just blacklist those blocks, though, and so that's what we've got.
