How odd. I had exactly the same thing today.
No stronghold complex at all. Just the portal room, with portal, floating below the surface of the sea.
This was DW20 pack also..
I have also found my end portal without a stronghold and just the one room in a ocean. This is also on the direwolf pack, it may be a bug or just a coincidence
