Doesn't really matter in terms of performance provided its not a low end VPS. Typically I would suggest Ubuntu for the first timers or Windows. Some people prefer Debian or CentOS but there is less documentation.
Since you have to pay more for a Win OS, I'd go with ubuntu. Its really easy to setup them and if you never experienced working with the commandline, you will learn fast with our friend google.
