Does it increase the chances for Wither skulls? I have gotten 4 skeleton heads to 1 wither head. Just curious if it has any effect.

Hm, wither heads used to be marked as rare loot, not heads, the rp enchantment didn't do much for them, looting did however. (2,5%->4% Max)

Haven't tested the TiCo beheading upgrade yet though.

No. The Vorpal enchantment gets you access to the normal heads which are unavailable in vanilla. Because wither skulls are usually available, I think that they come under "looting". This used to be the case, and, as RP2 hasn't been updated, I'm assuming it still is.

Vorpal Swords increase the chance of obtaining mob heads (Creeper, Skull, Zombie) and have a chance to do massive damage. Wither Skulls do not count.
As Bella said, looting swords do a better job of getting wither skulls.
