Vast amount of server lag - detailed information given

• What OS are you running? - Windows server 2012 64bit
• Are you using minecraft hosting provider or a dedicated/local server not designed for minecraft? - Dedicated machine I rent from OVH
• What version of FTB are you using? (Dont just say latest tell us the version) FTB Beyond 1.4.2
• Did you add any mods to the server pack? No

Server Specs
Intel I7-6700K @ 4 GHz
32GB DDR4 2400 MHz
SoftRaid 2x480GB ssd
250 Mbps bandwidth

Currently using the FTB Beyond 1.4.2 pack with around 8 players playing at any one time. No matter how many people are on the server we constantly get a large amount of block lag.

The servers console is spammed with the old:
[Warning] Can't keep up! Did the system time change or is the server overloaded?

People do have mob farms but we have everyone power down. No machines running, minimal farm animals in pens. All rubbish items voided or put into trash cans. Only thing is a few people live near spawn. Myself and a friend live around 3k blocks from spawn. One person lives 10k blocks from spawn.

No one is chunk loading via Team system or via any other mod.

Currently forcing 16gb of ram onto the server.
Any suggestions as to what I can do to help mitigate it a bit or stop it entirely?

Are you running anything else on the machine?

Have you used that server to host any other mod pack before this one?

Can you share full server log - /logs/fml-server-lastest.log
use paste.feed-the-beast.com if the log is to big for pastebin.
