Problem Using way too much RAM

My server has been crashing a lot and it turns out it was running out of RAM (2GB) on startup it's using about 73% but after about 1 minute it goes up to about 94% then 100% and shuts down. But yesterday I have 20 people on and it was using less than it does now with 1 person online. I just started it again now (3rd time) and with 8 of the same people online its using 64%. Is there anyway to get it to use less or is something wrong? Also can I make it to where it uses more of the CPU then RAM for things since the average CPU usage is about 3%?

You cannot force it to use CPU instead of RAM as RAM is memory and CPU is processing. I would check the amount of loaded chunks with /chunkloaders and see if someone decided to make a bunch of chunkloaders/quarries/worldanchors etc

I would suggest upgrading the RAM, not to super large amounts as that is not needed. As your server gets larger both more RAM and CPU will be needed, although the case for most large servers ends up being that the CPU power is more of a problem since RAM usage stablilzes.
