Unstable liquid?

I'm playing on a custom pack (FTBlite 3+ 20 or so extra mods) and, the other day, I watched a DireWolf20 Server play episode where tools of liquid unstable ingots were created. Is this a config option, or what? I have ExtraTiC and ExtraUtils updated to the most recent versions, but I can't find the unstable tools-- bedrockium tools, however, do appear. Can anybody help me with this? :)

That was done on the Forgecraft server where part of it's function is testing and bug-fixing experimental builds. Odds are good that hasn't gone public yet.
