I have played both the beta pack A and the mindcrack mod packs which both ran perfect in the past but now when I try to play any mod pack it runs at an fps between 1-3 which is impossible to play.

The FTB launcher isn't always recognized as a game for some reason.
Meaning the dedicated graphics card won't kick in since it doesn't know it's needed.
I've only seen this issue with nvidia cards so far, so i'm guessing that's what you have.
If so, go to the nvidia control panel, then find the "manage 3D Settings" menu.
On the global settings tab in that menu there should be a "preferred graphic processor" drop down box, probably set to "Auto-select".
Change that to "High performance NVIDIA processor" or something like that.

Hopefully that should make FTB run properly.
This will cause your computer to use more power when idling though.
So i'd turn it back again after playing if you tend to use your laptop while it's unplugged, but it doesn't do any harm to leave it on either except for reduced battery time. It should be possible to make the laptop treat FTB as a game by adding minecraft or the ftb launcher or possibly java in the "program settings" tab in the same menu.

I don't have a NVIDIA graphics card, I have a Intel Family Graphics 3000. This problem didn't arise til after an update though I assume if this was the issue it would have occurred before. Thank you anyways.

In the launcher go to Options->Advanced Options. Try putting -XX:MaxPermSize=128M into the additional java settings option. This worked for me on my laptop.

Test it with Optifine, all the settings set to fast and turn all animations off. It will make the game look considerably worse, but it may help with your lag :)

I have tried optifine before and the highest fps I could get was around 6, which was still unplayable.

That's weird. Render distances are set to tiny right?
Mhhm everything is minimized to the lowest settings. I never had this issue in the past. It ran almost perfectly before. Then there was some update now it is unplayable. I've tried a fresh install and everything.

Start the ftb launcher, launch the yogscast pack, after launching the pack once then dissable all mods in the pack exept computercraft and see if it still runs slow.
If it does then the only solution i can see is that your graphics card and/or CPU doesn't kick in from power save mode.
If it doesn't run slow then enable one mod at a time until you find the one causing the slowdown.
