... Dear god, that does sound difficult.
:p Hush you

Very complicated refers to the computercraft method. Since what your turtle reads is somewhat... not representative of your energy network as minor modifications can fill up your reactor while your turtle reads empty.

Bah, you don't need to do that at all.

One computer plopped down so that it's touching the Reactor Computer Port, do a "peripheral.wrap" on the side of the computer that's touching the Computer Port and program away using the Big Reactor Lua methods.

http://wiki.technicpack.net/Reactor_Computer_Port

As long as you have enough power taps and the cables connected to the power taps can pull the energy produced by the reactor out as it is created, you don't have to monitor any external buffers. The reactor will store energy in its internal buffer only if the power isn't being removed so just monitor the internal buffer.

Modular Force Fields are great as a power sink if you design your walls/bridges with them. You can make complex walls/porticullis/bridges using the custom templates and requires lots of energy the bigger it is.

You can also turn it into a rain shield. This can take a couple different forms depending on your build. It could be a retracting roof that opens and closes when it rains/gets dark. It could be a dome that covers your base and some of the surrounding terrain. It could even be a satellite hovering high in the sky that only "opens" when it rains yet stays conveniently out of sight for the most part. All of these things would draw power (less if you feed it quartz but you are overburdened by power so this shouldnt matter).

Keep in mind the shield can get upgrades to make it silent or take on the appearance of other blocks. You can even make it place actual blocks then have another one reclaim the blocks later. Could also make for interesting emergency wall deployment for "protection".

... I don't think I have modular force fields. Sorry, though it sounds awesome.

I was wondering if I should bother building a turbine to connect to this reactor (same 15x15x15 size) if that would increase power generation or just waste it. I didn't like how little my moon turbine generated in comparison to a simple 7x7x7 reactor.

Unfortunately, while IC2 gets the mass fabricator as a lategame power sink, there isn't an equivalent that runs on RF AFAIK. Of course, if there's an easy way to convert RF to EU that I don't know about then you can still do a mass fabricator.
The obvious power converter mod ...
But also Engineer's toolbox have a solution for that.

To answer the OP. Yes mfr laser drills.

Ive never really found a practical use for massive amounts of power. Its just nice to have a lot of it stored up for when I do need it. I do know that tesseracts have no limits on power transfer, thus are good to attach directly to output of your reactor. Also worth noting that EnderIO capacitor banks can store up and output insane rates of power flow depending on how big you make it.

Don't make it too big or you'll lag

Granted once you get big enough to make you lag you're world has other problems

Well I believe GregTech can now run on RF (don't quote me on this) so MAYBE you could install GregTech. It'll give you a load to do, and waste a lot of your resources ;)

Actually, Gregorius T seems to have gone in the opposite direction, and he's implemented his own version of Minecraft electricity... so now his machines won't run on "straight" RF or on EU. Having said that... I think he's allowed a fairly easy way to convert those power sources into "GT electricity" or whatever he's calling it.

wiki.feed-the-beast.com/GregTech/Electricity
"Given that GregTech has its own power system now, you will need to use GT cables for powering GT machines. Do note that the only machine capable of accepting IC2 EU in GT is the Transformer (Not to be confused with the IC2 Transformer)."
