My mindcraft is realy laggy and my cpu is not at 100% nor is the other hardware?

1. Mindcrack is not a FTB pack. You can ask but people might not be familiar with common problems.
2. You are being super vauge. Elaborate please.

Defrag your hardrive maybe?
I mean that's an innane answer but at least it matches how vauge the question was...
We don't even know what kind of lag. FPS? Latency? Block lag? Is your screen suttering? Is it taking ages to place something? Are blocks you placed dissapearing 3 seconds after they seem to be placed?

You may as well have just posted "HELP IM LAGGING!!!!111" as the title and body of the post.

If you really want help then elaborate.

Cant move kind of lag that takes 2 min to get to the escape menu, 0 fps
ram 8gs
cpu amd a8-5500 apu
graphics integrated
hard drive Toshiba 1tarabite
java 1.7.0
6gs allocated to mc
only was 5 % fragmentated I still defraged it

You actually defragged your HD? Umm I wasn't serious about that man. But seeing though you provided no specs or logs how could we have given a propper answer?
Sounds like your computer isn't keeping up with all the process heavy mods the pack might have. This is MC version 1.7.10 right?

Have you played any other modpacks? If so how smooth where they?
Not sure that a quad core 3.2 Ghz processor can handle much at all. 1.7.10 of MC was not very good performance wise and it's the version Modded MC is stuck on ATM.
How's it handle vanilla MC?

I have played other mod packs I played ftb infinity and had no problem until my base had grown to a massive size and only then I got some studdering. I have been having troubles with the mindcrack pack for a while like when I had placed down a plate bending I crashed and it gave me an item that You are not supposed to have in even creative.

I have been watching the launcher console and it says that it has the memory connection is over burdened and has x amount of packets to go. also it says that the system cant keep up.

Hmm. Tbh I don't know the mods In mindcrack pack. Chances are it's a tad too heavy for your computer to handle. That or they have a faulty mod in the mix.
How many biome mods does the pack have? Those can kill performance severely. Try disableing biome mods like Biomes O Plenty, Highlands or Extra Biomes if the pack has them.
Your computer is quite weak but you stated you could play other packs. So Mindcrack is probably a huge pack.

Could also be a Java 7/8 problem.

Take the 6GB of ram off the client, put it to 4GB. Uninstall all your java versions install the latest 32 bit and the latest 64 bit. YOu could also install optifine and disable all animations those should help your problems greatly. I used to play FTB monster on a single core and with 4gb ram and intergrated gpu. I had lag but not that bad its about optimization. Also if you have a server at the same time your ram amounts can not spike past what you have on the pc.
So like if your on windows 7 that OS takes 2GB of ram ,and if you had 6Gb of ram to the client there is 8 so anytime a high process happened it would spike and cause lag. Let me know if that helps ya
General rule of thumb for me is, 2-4gb to client and 2 to a server then the rest to windows. You can also goto your task manager and find the java program that is running the highest which is your MC your playing then set it to high priority that can help greatly to.
