Unbearable Illogical Framerate

Details of the issue:
Getting 1-10 fps at all times. Single player and multiplayer. The memory usage isn't going above 60-70% with 3.5 GB allocated. I can run normal minecraft on highly populated servers with about 200 fps and other complex modpacks around 80-90 fps.​
