Unable to make server use more ram

Title Unable to make server use more ram

Details of the issue Searched through all .bat and .sh files trying to allocate more ram to the server.
No matter what i try it will not use more than 8GB.
Understand that i host a serve and play on it on the same computer as to use more ram.
Specially got 64gb of DDR4 ram as to never have an issue.
Running into lots of tick skipping due to ram limit being hit and it will not take more.
CPU usage is also less than 40% so i know thats not the issue
