Problem Unable to Connect to Server Within My Firewall

Note- This is mainly a vanilla server issue, as I cannot get it to work while using vanilla either, I am posting it here because I am using the FTB server, and I assume the majority of FTB users are slightly more intelligent than the rest of the Minecraft Community. Now for the actual problem...

I am attempting to run a server from separate CPU within my home. It is being run from the same router as the computer I am trying to connect with, however I want to get the server off my desktop computer to free up some RAM usage to allocate towards the client. It is running on Windows Server 2008 R2, with intel motherboard, Core 2 Duo CPU E4600, and 8 GB DDR3 RAM hardware. The Hardware is all hand-me-downs from the "CPU Graveyard" of my dad's office (He's a programmer, and we have about 20 computers spread through the house, whether turned on or past it's expiration date). I have opened up the 25565 TCP port for inward and outward traffic. I have (for two years now) run the server from my desktop computer, and have not had any problems connecting to it, even externally (from other computers outside our network, including vanilla, tekkit, FTB, bukkit, and self-modded servers). When I type the IP (XX.X.X.X:25565) in the ip box in-game (trust me, the IP is typed correctly on my end), It stalls at connecting to server, then times out. I have tried the '?override=true' trick to no avail. I am no rookie to server management, however I am stumped as to how to fix this, as I have honestly tried everything. The intent is to run this server publicly from the server computer for my friends and I to play on. Thanks in advance for any help or advice!

Edit= I guess you should know what server I'm using. I'm have set up the new 1.4.6 MindCrack server file, and am using the 1.4.6 MindCrack Pack Client. (I know it's not a bug with the pack because it works on my local desktop)
