Ultimate pack, RP2 managers mysteriously backlogs.

I have a massive network of 64 managers, and 49 fabricators making essentia from crystallized aspects. the area is chunkloaded. when I log on after a good night's sleep, the system is backlogged, the manager that pulls the crystallized aspects has two red bars on the side facing the pipes, and the chest with contains the crystallized aspects is half-full of them, I have to break the manager and replace it to get it working, nothing comes out of the manager when I break it, so I guess it isn't a foreign item clogging the system... is this a known issue?

Does placing a chest next to the pipes also work to get everything going again?

I actually tried that, but no.

I saw that the manager that glitches is right next to a chunk border, the pipe it's connected to is on the other side of the border. would that be a cause for it to glitch? both chunks are loaded at all times, but I don't know how the managers update their status with regard to the chunk updates...
