yes when a turtle unloads and then reloads it will reboot

you can create a startup program which will run on reboot so it can resume it's work, (though to be able to resume from any point in the program takes some doing and file manipulation)

when the chunk a turtle is in unloads the program just stops and the turtle shuts down

when the chunk reloads the turtle boots up and runs the startup program,

also there is no such thing as a "reboot station" as far as computercraft is concerned, it just stops and restarts the turtle wherever it happens to be

to have a program run automatically when a turtle reboots you need to name it "startup" and put it in the root directory

it will calculate a new area from where he happens to be

a turtle doesn't remember where it started

As people have said before, it will just shutdown and reboot, as though the "excavate command doesn't have a "startup" function, but you could always reset the turtle by placing it at the start and run the program again. For example; excavate 20
Just place the turtle BACK to the spot you originally placed the turtle and do the "excavate" command once again (same length) and it should just zip through the gaps and quickly continue on its marry way.
You could also start the turtle where it finished off at the start, just put it adjacent to the location of the placement of the turtle and run the "program" again, and it should reach the place of stopping quicker.
