Turtles cant place blocks

hey all.
Our server has an issue with the turtles.
They can act as quarry and all that BUT they cant place anything.
No blocks are being used, everything is still in the turtle when it says its done..
We got a few plugins, like Essentials, LWC and permissionsex, im thinking they could cause it somehow?
is there a way of giving a mod permissions?

we are running FTB ultimate.

not that I'm right but I thought the turtles ran through entity placement the modifyworld.* statement I think and also should run the default permission node, I would think if they can break blocks they also should have the permission to place them, a better question is sense they won't bypass(at least form what I know) the permission modifyworld.* does your server only allow to build in certain areas, have a
world guard and/or a negative on block placing in certain areas?

How do i op a mod?
i know how to fix different actions and such, like /home and all that.
But how to op a mod, i dont have a clue
